It was noted last year that the "camel brand" Cigarettes
in their advertising are targeting under aged young
boys and girls, this cartoon is making fun of that.

The tax man in New York City has quietly decided to
"butt" in on the sale of cigarettes over the Internet.
The city is demanding that residents who purchased
cigarettes online pay the taxes slapped on tobacco
sales now, or face huge fines and the garnishment of
their wages later.
In letters sent to about 2,300 city residents, the city
warned that the recipient has 30 days to pay the taxes
on the cartons of cigarettes purchased over the Internet
from out-of-state sites, or face further fines which could
also include penalties of up to $200 per carton. Some
individuals reportedly owe as much as $10,000.

Definition of Cartoons: caricatures and cartoons are
the same thing. The difference between the two that
I see is this: a caricature is simply a cartoon of
someone or something that the viewer can recognize
as a specific someone or something. As soon as
someone known by the viewer is seen in a cartoon,
